Web pages updated (and trying out -announce)

I've updated the main index page for OSLib to reflect the new mail list
structure, and removed some redundant links.

I have also started a FAQ at http://www.mk-net.demon.co.uk/faq.html
(with a link from the main page). Very embryonic at present; any
contributions welcome.
