OSLib 6.31 released

A bug was present in all the new _no_fail functions. OSLib 6.31 is now
available at www.mk-net.demon.co.uk/oslib, which fixes those problems. 

The Help data remains unchanged from 6.30, so you need not bother to download
that.

Apologies for my sloppy coding :-(
