Ouch, that implies the published version in 5.61 is actually bugged! 
There have been no bug reports on this, so presumably it works most of
the time; I think Tom (at least) uses it.

I'll take your statement as being a fault report and drop all the OS_F
handles from ArcWeb. No compatibility issues here!
