32 bit OSLib

As I promised Tony on Friday I have now reviewed the 32 bit changes
that we put into OSLib against the new Pace/ROL documents and I'm
happy that they comply.
I had actually forgotten that it wasn't my code and that I had just
integrated Stewart's changes or I might not have felt it necessary.
I would suggest that in future we ship two libraries, an o.OSLib as
now and an o.OSLib32 that is built with -32bit so that it conforms
to APCS 32. The support libraries probably also need to be buiilt as
an APCS 32 version using the appropriate compiler flag.
