Indeed; I don't think we'd even want to contemplate that. In any case,
the Stronghelp manuals have been criticised for having too narrow a
structure; for the same reason users may find the prospect of hundreds
of header files in one directory somewhat daunting. YMMV.

It seems to me that this is an individual user preference. I guess I
personally just know where the headers live, and in any case don't often
have cause to read them. Stronghelp provides most of the information and
is IMO more easily accessible.

However, if you wish to provide me with such an obey file, with user
instructions, then I see no reason why we shouldn't include it in the
distribution.
