os_CLI_LIMIT

os_CLI_LIMIT is set to 256 in OS.h which is no longer correct for Select and
RO5 that have a CLI limit of 1024, and is causing problems for some
utilities built against OSLib.

I can see some resistance to increasing the value, so maybe a new literal
is required - any thoughts?
