OSLib and ELF

If OSLib doesn't get ELF support, the 30-odd thousand lines of NetSurf's 
UI code will need rewriting when it moves to being built with GCC4. 
Frankly, that isn't going to happen (doubly so when the work to make OSLib 
support ELF is substantially done already).
