BindHelp Modifications

I've been using a modified version of OSLib's BindHelp to create StrongHelp
manuals on a Linux system for a couple of years.  The changes add two
command-line flags, which allow BindHelp to:

* Use !Root from within the supplied files, instead of building it within
  BindHelp from the list of the other files supplied.

* Use ,xxx appended to supplied filenames to give the filetypes of files --
  in a similar way to GCCSDK's Zip's '-,' parameter -- instead of guessing a
  type from the filename.

If the flags are not specified (ie. the default), then BindHelp behaves
exactly as it did before (or it should do).

As I'm starting the process of open-sourcing some of my RISC OS software, it
would be useful to make the tools needed to build them available as well. 
Before I make a modified version of BindHelp available separately, would
there be any interest in including the changes in the OSLib version?  It
would seem better to keep one single version in circulation, but then
neither of my changes seem that useful to OSLib itself -- hence the
question.

I've attached a diff of the changes I've made to my copy relative to what's
currently in SVN.  Comments, suggestions for improvements, etc welcome.
