Hopefully here's something which will add to the responces already:

I'm not sure if you know this (and what you've posted doesn't make this
clear): you don't need to set up a CVS repository in order to access the
OSLib. You just need to checkout from CVS on sourceforge (via anonymous
access). To update your local working copy look at the update cvs
command.

For the rest of the stuff (especially the suffixes issue) have a look
at the SourceForge site.
