He mightn't be trying to commit anything to the oslib repository.  I
think he's just trying to understand cvs in general. 

His original mail suggests he has created a repository on his own 
(nt?) machine.

It sounds as if he hasn't downloaded the/any cvs manual (I'm not sure if
Maarten Bezemer's site provides links).  When I started looking at CVS I
was at John Tytgat's www.cvs.riscos.org.uk site and followed the pointers
there to the HTML and PS forms of "Open Source Development with CVS" on
http://cvsbook.red-bean.com - I think he needs to read that or something
like it...  

As I understand it, CVS is a command-line tool and so the concept of what
the commands do should be pretty much the same everywhere.
