You won't able to commit to any sourceforge project anyway. Well
not unless somebody gives you commit access toa project.

Isn't that something you should be looking to the cvs community
for, or to the provider of the RISC OS port you are using? That
said I believe there are some documents on the sourceforge site
and also Tony has provided some information on the OSLib site on
the best way to go about using CVS for OSLib both under RISC OS and
on unix.
Personally I checkout on linux and use a shell script I wrote to
build a link farm that can be NFS/SMB mounted onto my RISC OS box
where I build it with my own custom makefile, ignoring the stanard
ones, but that's partly because Tony hadn't written his unixfy
program when I set that up.
I believe Tony uses CVS on RISC OS in way described at:
